Mayor Pat Morris - Biography
Prior to being elected mayor, Morris spent over 40 years as an attorney and a Superior Court Judge. After
working in the District Attorney's Office and nine years of private law practice, Morris was appointed to the
California Superior Court Bench in 1976. For three years, he served as San Bernardino County's first full-time
Family Law Supervising Judge and organized the court's first Family Law Department. From 1981 to 1984,
his colleagues elected him to an unprecedented three terms as Superior Court Presiding Judge. During this
time, Morris was named Inland Southern California's Trial Judge of the Year for his outstanding
contributions to the administration of justice.

For the next five years, Morris served as Presiding Judge of the Juvenile Courts. As presiding judge, he
established the San Bernardino County Children's Network - a comprehensive interagency networking
system to coordinate and enhance services to high-risk children. In July 1991, the National Council of
Juvenile and Family Court Judges awarded to Morris its highest award for Meritorious Service to the
Juvenile Courts of America.

In 1990, Morris returned to the criminal courts and soon thereafter he established one of California's first
drug treatment court programs. Since then, Morris has advocated statewide, nationwide and internationally
for treatment alternatives for non-violent addicts in the criminal justice system. Morris has twice been
invited to the White House to discuss the issue of Drug Courts, and he has presented the Drug Court program
to international conferences at the United Nations, and in Ireland, England and Italy. Building on the success
of the Drug Courts, in 1999, Morris established one of the nation's first Mental Health Courts to treat the
seriously mentally ill caught in the Criminal Justice System.

Mayor Morris was born in San Diego and grew up in Needles, California. He is a graduate of the University of
Redlands, cum laude, Phi Beta Kappa, and Stanford University School of Law. Pat has been married to his
wife Sally for almost 50 years, and their two children and four grandchildren all live, work, and attend school
in the City of San Bernardino.
In 2005, after contemplating the history and potential future of the City San Bernardino, where he and his
family have made their home for over 40 years, Pat Morris decided to retire as a judge and run for Mayor to
bring strong, ethical, and visionary leadership to his hometown. Campaigning on a platform of aggressive
crime fighting, economic revitalization, and accountable governance, Morris was swept into office by an
overwhelming majority of voters in February 2006. Since his election, Mayor Morris has worked tirelessly to
deliver on his campaign promises by:
